This study of flood impacts is based on the IPCC prediction that climate change will result in more intense and a greater number of flood events, which provide an opportunity to explore the challenges and opportunities for adaptation facing residents and local government officers during the reconstruction period, and to identify the extent to which resilience and adaptive capacity are already present in flood affected communities
