This report firstly provides an investigation of barriers to climate change adaptation in general through a systematic analysis of evidence submitted to the Australian Productivity Commission’s inquiry to barriers to adaptation; and secondly, provides a report of an in-depth investigation into community perceptions of uncertainty about responsibility for adaptation, as a barrier, in two case study areas: Eurobodalla in New South Wales and Mornington Peninsula in Victoria
