This paper argues that on their own, risk management strategies may not be enough to adequately manage system complexities and dynamics associated with climate change, and might even close off options that include building system resilience. This paper further suggests that resilience frameworks, adaptive and transition management, and vulnerability assessments complement risk-based approaches with greater understanding of adaptation as well as the production of quality policy and practical outcomes
