This report focuses on (i) where institutional arrangements currently support or impede climate adaptation policy, and (ii) where revisions or new institutions may be required, and the potential for a strategic national policy framework to achieve those reforms and thus makes a significant contribution to the development and implementation of a strategic national policy framework
